Raymond Lim Khoon Seng

Raymond is currently an Executive Director in Technology Advisory Services in BDO in Malaysia. He has over 30 years of IT infrastructure, cyber security, governance, solutioning and project management experience. He has extensive experience in the financial services industry and government segment where he has driven successful multi-million projects and business enabling technology implementations.

Raymond commenced his career in 1992. He has experience in leisure, property development, IT and manufacturing industries. He transitioned to the financial services industry in 2002 with a Malaysian bank wherein he led the group’s cyber security infrastructure transformation nationwide. From 2008, for over 12 years  with a leading Malaysian payment system and fintech company, Raymond held various leadership portfolios including IT security, architecture and design, change management,  testing,  PMO and  business.  He drove successful strategic technology initiatives to strengthen the company’s  cyber security infrastructure, boosted business revenues and further solidified the company’s position as a national household brand in digital payment and clearing house. He implemented cross collaboration with government entities, public transport operators, toll concessionaires, parking operators and large corporations.

In 2020, he was engaged by a leading Malaysian bank as the senior project manager on the transformation of the Client’s loan origination system with credit scoring enhancement involving core banking, credit card, trade finance and financial risk monitoring systems integration for small medium enterprise segment in conformance to BASEL II standard and Bank Negara Malaysia requirements. The baseline model was successfully commissioned in 2021.

In 2021, he held the role of Project Director for a leading e-commerce company. He led the ERP platform migration from Oracle NetSuite to Microsoft Dynamics. The project was successfully commissioned in March 2022. In the same period, Raymond was engaged as a Project Director for BDO’s technology transformation with the objective to migrate the data centre to managed cloud services, applying industry cyber security safeguards and in conformance to ISO 27001 standard. The project was successfully commissioned in April 2022.

In 2024, Raymond successfully led the development of an e-Invoice Middleware SaaS solution to assist companies across various industries in implementing e-Invoicing in compliance with the Inland Revenue Board of Malaysia.

Aside from serving clients in cybersecurity assessment and advisory, Raymond currently serves as a Programme Manager in leading the implementation of Robotic Process Automation (RPA) and ISO 27001 certification for BDO offices in Malaysia and across the ASEAN region.
